1.What is consular legalization?
Consular legalization is a complex administrative procedure involving requirements from both the Vietnamese and foreign governments. The steps vary depending on the country or the type of document. For this reason, not everyone can complete the entire consular certification/legalization process on their own to use documents in the desired country.
With this in mind, SaigonVibe provides a Consular Legalization service to meet the consular certification/legalization needs of individuals and organizations.
We provide:
✔️ Consular legalization of foreign documents for use in Vietnam,
✔️ Consular certification of Vietnamese documents for use abroad.
✔️ Apostille certification of Vietnamese documents for use in Convention member countries that have an applicable relationship with Vietnam (from 11/9/2026)
✔️ Consulting and support for obtaining an Apostille on foreign documents for use in Vietnam (exempt from consular legalization at a Vietnamese Embassy abroad).

Consular legalization of foreign documents for use in Vietnam
Step 1: Notarize the document abroad
First, a document issued abroad must be notarized by the competent authority in the country that issued it.
Step 2: Certification by the foreign diplomatic authority
After notarization, the document must be certified by the issuing country's Ministry of Foreign Affairs or consular authority, or that country's consular section in Vietnam if available.
Step 3: Legalization at a Vietnamese authority
Submit the consular legalization dossier to the Consular Department – Ministry of Foreign Affairs or an authorized Department of Foreign Affairs. This is the final confirmation for the foreign document to have legal value in Vietnam.
